Lagos State Teams Up With Huawei to deploy four Intelligent Transport Systems  
Lagos State Government Expands Traffic Management Initiatives in Partnership with Huawei Technologies

The Lagos State Government has teamed up with Huawei Technologies to introduce four new Intelligent Transport System (ITS) sites across critical areas in the state, with the goal of enhancing traffic management and improving road safety. This latest initiative represents a key advancement in the city’s transportation infrastructure, building on the foundation of existing Automatic Number Plate Recognition (ANPR) cameras and various Traffic Management Solutions (TMS) already deployed.

The announcement was made by the Lagos State Commissioner for Transportation, Oluwaseun Osiyemi, during a press briefing held on Thursday.

“The Lagos State Ministry of Transportation, in collaboration with Huawei Technologies, has deployed four new Intelligent Transport System (ITS) sites across four locations in the state to improve traffic management and road safety,” Osiyemi stated. He emphasized that these new setups would act in conjunction with the current ANPR cameras and other Traffic Management Solutions being utilized.

According to the announcement, the newly installed ITS sites are divided into two primary categories: checkpoint sites designated for speed monitoring and e-police sites aimed at tracking traffic violations. These systems are set to enforce traffic regulations, monitor vehicle speeds, and contribute to safer roadways throughout Lagos.

Key Installations and Locations

The locations of the four new ITS sites have been strategically chosen across different parts of Lagos. Checkpoint sites have been established at Alapere, where the speed limit is set at 80 km/h, and at Nitel on Mobolaji Bank Anthony Way, which has a speed limit of 60 km/h.

In addition to these checkpoints, e-police sites have been installed at Allen Avenue Junction and Nurudeen Olowopopo Road. These sites are equipped with high-definition cameras capable of capturing various traffic violations, including running red lights, improper lane changes, illegal U-turns, and reversing in prohibited areas.

Osiyemi highlighted that the partnership with Huawei Technologies would significantly bolster Lagos’ ability to monitor and manage traffic conditions, thereby enhancing overall road safety. He also mentioned that the growth of ITS infrastructure underscores the Lagos State Government’s unwavering commitment to improving both safety and efficiency across its road networks.

Present at the press briefing were notable individuals, including the Commissioner for Innovation, Science, and Technology, Tubosun Alake; Permanent Secretary of the Ministry of Transportation, Olawale Musa; representatives from Huawei Technologies; and senior officials from the Ministry of Transportation.

Long-term Vision for Transport Infrastructure

The introduction of these advanced systems is part of a wider effort by the Lagos State Government to modernize its transportation infrastructure and tackle ongoing traffic congestion challenges. In 2024, the government unveiled the Lagos State Transport Policy, a comprehensive 15-year plan divided into distinct phases: the initial two years, two to five years, five to ten years, and culminating at fifteen years.

One of the critical short-term objectives outlined for the first two years includes the roll-out of Intelligent Transport Systems (ITS) to bolster traffic management. The initiative plans for the creation of a modern Traffic Control Centre (TCC) and the implementation of Area Traffic Control (ATC) featuring interconnected signals and dynamic timing.

Furthermore, the incorporation of Closed-Circuit Television (CCTV) will facilitate Automatic Incident Detection (AID), cutting response times and enhancing traffic oversight. Variable Message Signs (VMS) will offer real-time information to drivers, helping them navigate effectively around traffic disruptions and incidents.
