Scotland Unveils New Visa Scheme for International Graduates to Ease Transition into Workforce
Scotland has proposed a new visa initiative designed to assist international graduates in entering the job market, addressing the nation’s population and economic needs. The Scottish Graduate Visa is a two-year program aimed at providing a smoother transition between study and employment through the Skilled Worker Visa.
According to Business Today, international graduates currently must obtain a Skilled Worker visa for long-term employment in Scotland. This visa demands a confirmed job offer in a role that meets specific criteria, including a minimum annual salary of £38,700 or the appropriate industry rate for the position.
The Scottish Graduate Visa seeks to alleviate some of these challenges by granting graduates additional time to accumulate work experience prior to qualifying for the Skilled Worker visa. Valid for up to two years, this new visa allows graduates to live and work in Scotland while being linked to a Scottish tax code. It provides an opportunity for graduates to gain essential practical work experience while working towards meeting the higher salary thresholds needed for the Skilled Worker visa.
Current Challenges of the Skilled Worker Visa
Under the existing immigration system, international graduates wishing to remain in Scotland face several hurdles in securing a Skilled Worker visa. This visa necessitates employer sponsorship from a business holding a worker sponsor licence and a relevant job offer.
In addition to the salary criteria, which range from £30,960 to £84,100 depending on the position, skilled workers also need to earn a minimum of £15.88 per hour for a standard 37.5-hour workweek. Certain sectors, such as health and education, have exemptions from these salary requirements. For those holding a PhD, new entrants, or those in specific roles, salary thresholds may be reduced to £30,960.
These stipulations can present significant obstacles for international graduates as they look to move from academia to the workforce, particularly if they do not initially meet the salary benchmarks.
Facilitating the Transition to Skilled Worker Status
The Scottish Graduate Visa is aimed at simplifying the path for international graduates. With a validity of up to two years, it allows these individuals to work in Scotland while gaining experience that will help them qualify for the Skilled Worker visa. Graduates may also accept additional employment if the visa conditions permit it.
To transition to a Skilled Worker visa, candidates must have a job offer that aligns with the necessary salary and skill criteria. Those on a Student or Graduate visa may switch to the Skilled Worker visa if they fulfill the requirements, and individuals holding a Skilled Worker visa can apply for an extension while remaining in the UK.
The Need for UK Government Collaboration
As reported by Business Today, despite Scotland’s initiative to address its specific workforce needs, immigration policies are governed by UK legislation. As a result, any implementation of the Scottish Graduate Visa will require collaboration with the UK government.
This proposal marks a continuation of Scotland’s previous efforts to establish customized migration policies. Notably, between 2005 and 2008, Scotland initiated the ‘Fresh Talent: Working in Scotland’ program, which offered a post-study work route for international students. This program was eventually integrated into the UK-wide post-study work system, which was discontinued in 2012.
The Scottish Graduate Visa is part of a broader strategy to attract and retain international talent essential for Scotland’s economic growth. However, the success of this initiative hinges on the willingness of the UK government to grant the necessary authority to the Scottish administration.
