Authorities say he murdered the victim before consuming parts of his brain and an eyeball. Since his arrest, Smith has been held in custody, undergoing psychiatric treatment.
According to NBC News, the Connecticut Psychiatric Security Review Board (PSRB) recently approved his release, citing significant clinical progress. Officials stated that Smith has demonstrated long-term stability, adhered to recommended treatments, and remained compliant with his care plan.

Under his conditional release, Smith is currently confined to Connecticut Valley Hospital in Middletown on a temporary leave status. This is the initial phase of his release, allowing him supervised access to community-based treatments, including overnight stays and weekly hospital check-ins.
Authorities emphasize that Smith must remain under strict supervision and continue receiving mental health care to maintain his conditional release status.
His case continues to raise concerns about public safety and the balance between mental health rehabilitation and justice.
