Moscow has declared a “counter-terror operation” across three border regions—Belgorod, Bryansk, and Kursk—in response to Ukraine’s largest cross-border offensive in the ongoing conflict.
Ukrainian forces shocked Russian defenses on Tuesday morning by storming into the western Kursk region, advancing several kilometers, according to independent analysts.To counter the assault, Russia has deployed additional troops, tanks, rocket launchers, and aviation units.
The National Anti-Terrorism Committee stated that these measures are necessary “to ensure the safety of citizens and suppress the threat of terrorist acts being carried out by the enemy’s sabotage groups.”Under Russian law, the activation of “counter-terror” operations grants security forces sweeping emergency powers, including restricting movement, monitoring phone calls, and imposing no-go zones.
The committee labeled Ukraine’s incursion as a “terrorist attack,” accusing Kyiv’s forces of wounding civilians and destroying residential buildings.While Ukrainian leaders have remained silent on the operation, President Volodymyr Zelensky hinted at its success, suggesting that Russia must “feel” the consequences of its full-scale offensive against Ukraine.
In response, Russia’s defense ministry released footage showing tank crews targeting Ukrainian positions in Kursk, alongside overnight airstrikes.
The ministry also claimed to have downed 26 Ukrainian drones attempting to strike the region.
