US Congressman Scott Perry Alleges USAID Funded Boko Haram and Other Terrorist Groups Under Obama and Biden Administrations
A US lawmaker, Rep. Scott Perry, has made a shocking allegation that the U.S. Agency for International Development (USAID) funneled taxpayer money to terrorist organizations, including Boko Haram, under former Presidents Barack Obama and Joe Biden.
Perry, a Republican from Pennsylvania, made the claims during the inaugural hearing of the Subcommittee on Delivering on Government Efficiency on Thursday. The session, titled “The War on Waste: Stamping Out the Scourge of Improper Payments and Fraud,” focused on alleged misuse of federal funds.
Perry’s Explosive Claims

“Who gets some of that money? Your money—$697 million annually—ends up in Madrasas, ISIS, Al-Qaeda, Boko Haram, ISIS Khorasan, and terrorist training camps. That’s what it’s funding,”
Perry declared during the hearing.
He further alleged that USAID allocated $136 million to build 120 schools in Pakistan, yet there is “zero evidence” that these schools exist.
Funding Terrorism Through USAID?
Perry also criticized U.S. government-funded initiatives like the Women’s Scholarship Endowment and Young Women Lead in Afghanistan, which receive millions annually. He claimed the programs are fraudulent, stating,
“The Taliban does not allow women to speak in public, yet we are supposed to believe this money benefits Afghan women? It does not. You are funding terrorism.”
He added,
“USAID spent $840 million in the last 20 years on Pakistan’s education-related program, including $136 million to build 120 schools. There’s no evidence they were built. The Inspector General can’t even verify them.”
Trump and Musk’s Push to Shut Down USAID
U.S. President Donald Trump has long criticized USAID, moving for its closure over corruption concerns. On his Truth Social platform, he accused the agency of misusing federal funds, a stance echoed by billionaire Elon Musk.
Musk, whom Trump appointed to lead the Department of Government Efficiency (DOGE), has also vowed to dismantle USAID, branding it “a viper’s nest of radical-left Marxists.” He has claimed the agency engaged in “rogue CIA work” and even “funded bioweapon research, including COVID-19.”
Trump said DOGE’s mission is to “dismantle government bureaucracy, slash excessive regulations, cut wasteful expenditures, and restructure federal agencies.”
As the controversy unfolds, these claims could fuel debates over the future of USAID and its role in U.S. foreign aid and national security.
